Morris K. Udall Scholarship and Excellence in National Environmental Policy Foundation
The Morris K. Udall and Stewart L. Udall Foundation is a small federal agency with 24 full-time employees. Because of our size, we have a small finance team and rely on an interagency agreement with a Shared Services Provider, GSA, for financial management services.
The Udall Foundation’s payment certification functions are centralized at its headquarters and carried out in coordination with GSA financial support. Our shared service provider has confirmed that their existing processes and systems fully comply with all pre-certification verification requirements. We have aligned our internal process with the pre-certification verification requirements. Funds are allocated according to our internal budget plan, which sets spending limits for each program and activity. Before any expenditure or financial commitment such as a purchase or contract is made, we verify that sufficient funds are available within the designated budget. An internal review is performed to confirm both the payment and payment information, after which GSA conducts its own review before processing the payment.
We have completed collaboration with our Shared Services Provider (GSA) to update vendor records with banking details and SAM registrations as needed, ensuring all disbursements are processed electronically. Internally, we have also implemented transitions for non-federal organizations to submit payments electronically for receipts.
